Appointing Authority:

Members will be recommended to the Executive Committee and will be appointed by the Nominating Committee and appointed by the WIB Chair in consultation with the CLEO to fulfill the required categories of the WIA. (Note: According to current by-laws, the County Executive appoints. In practice, it seems to happen as described above since Nancy Giordano, the “Assistant CLEO” is on the Youth Council.)

The Chair of the Youth Council will be recommended by the Nominating committee and shall be elected by the members of the Board at the annual meeting. At least 25% of the members of the Youth Council shall be members of the Dutchess County Children’s Services Council. (Note: Current by-laws state that YC Chair shall also serve on the CSC. This is probably not practical from a time standpoint.)

Quorum Requirements:

None in current by-laws

Functions:
  • Develop portions of the local plan related to eligible youth.
  • Develop Requests for Proposals (RFP’s) for youth services, review RFP’s and recommend eligible youth service providers for WIB approval.
  • Conduct oversight of eligible providers of youth activities.
  • Sub Committees:

    Resources to Youth: This committee focuses on issues dealing directly with youth including: understanding current youth needs in the County and outreach to various youth audiences i.e. high school juniors and seniors, out-of-school youth, students starting Dutchess Community College.

    Resources to the Communities: This committee focuses on DCWIB Youth Council initiatives of promoting youth advocacy in the community, identifying youth resources and outreach of youth issues in the community.

    Resources to Organizations: This committee focuses on DCWIB Youth Council initiatives of strengthening youth serving organizations by identifying best practices, providing technical assistance to youth agencies, aligning youth initiatives in the county.
